I Congreso Lecciones Aprendidas

Cartagena de Indias recibe el próximo 26 y 27 de abril el evento más importante de la seguridad marítima y fluvial en el año, con una agenda de lujo que contempla expertos internacionales y nacionales el “I Congreso de Lecciones Aprendidas de Graves Accidentes o Incidentes en Maniobras De Practicaje” espera recibir 200 entre los que se incluyen participantes de entidades de gobierno, universidades, empresas, gremios y otras organizaciones no gubernamentales.

ANPRA realiza eventos de seguridad marítima y fluvial desde el año 2008. Durante el año 2021 se desarrollaron cinco en conjunto con otras organizaciones tanto públicas como privadas y de manera virtual. El año 2022 nos verá en una coordinación para adelantar dos eventos presenciales, uno en la ciudad de Cartagena el primer semestre y otro en Buenaventura en la segunda parte del año.

Tendremos invitados de varias nacionalidades entendiendo que la integración entre las actividades marítimas y las diferentes regiones nos dejan un ejercicio de progreso en grupo porque los más avanzados dejan inquietud en los que están en proceso de desarrollo.

Además, hemos organizado el presente evento con entidades de gobierno, universidades, empresas, gremios y otras organizaciones no gubernamentales para tener las perspectivas desde todas las áreas y promover una integración funcional de las actividades marítimas y fluviales que prevenga los accidentes en el mar y reduzca los riesgos. Los Prácticos viven riesgos a diario, los que de materializarse en accidentes o incidentes nos afectan gravemente, por eso el lema, Todos somos perdedores cuando ocurre un accidente.

Importante debatir los temas relacionados con la presión económica y como puede llegar a afectar la seguridad en la navegación, el crecimiento de los tamaños de las naves con velocidad superior a la de la infraestructura de canales e instalaciones portuarias, las disposiciones de naciones avanzadas que cambiaron con posterioridad a la ocurrencia de accidentes, entre muchos temas desde los puntos de vista de abogados, peritos, autoridades y prácticos de diferentes países.

General Objective:

Este congreso busca estimular la cooperación y el intercambio de experiencias entre los estados, organizaciones y personas para asegurar el más alto grado de avance en las formalidades y procedimientos de seguridad de la navegación, la maniobra y la operación en aguas marítimas y fluviales que lleven directamente a prevenir accidentes.

Captain Alain Arseneault is an active St. Lawrence River pilot. He is a graduate of Rimouski’s Maritime Institute. After being issued a Master Mariner certificate in 1998, and sailing worldwide, he pursued postgraduate studies, being awarded an MBA in 2005. He entered the apprentice program on the St. Lawrence River in 2003 and was issued a pilot license in 2005. Within the mid St. Lawrence pilots Corporation, he held various management positions and acted as President from 2017 to 2021.
Fascinated by innovation and new technologies, Captain Arseneault participated in several technical maritime committees within his group and ultimately lead the technical committee of his National Association (Canadian Maritime Pilots Association) in addition to being elected national Vice-President for the Laurentian in 2017. Capt. Arseneault now serves as Executive director of the Canadian National Center of Expertise on Maritime Pilotage, and he is actively involved in several technology innovation forum as a participant and speaker. He is also active at the IMO level on the Canadian delegation and IMPA delegation.

CAPITÁN BRUNO FONSECA DE OLIVEIRA

A senior pilot in the State of Ceará, Bruno Fonseca is President of Brazilian Pilotage and of the Board of Directors of the Brazilian Pilotage Institute, which is the training and project evaluation center for the activity.
He holds a degree in Nautical Sciences, graduating in 2004 from the Almirante Graça Aranha Training Center of the Brazilian Navy, in Rio de Janeiro. In the Merchant Navy he worked for seven years on board, both in coastal and long-distance navigation. After passing a selection process, he received accreditation as a pilot in the Ports of Fortaleza and Pecém (State of Ceará) in 2013.
In 2014, he served for two years as the operating director of the pilotage company of which he is a partner, Ceará Marine Pilots, and remained its president for four more years. During this period, he completed a specialization in Business Management from the Getúlio Vargas Foundation (FGV).
In 2020, he served as Technical Director of Brazilian Pilotage, until he assumed the vice presidency in 2022. He was trained as a board member by the Brazilian Institute of Corporate Governance (IBGC) in 2023. In the same year, he was elected President of Brazilian Pilotage for the 2024-2025 biennium and, in addition, assumed the presidency of the Board of Directors of Brazilian Pilotage Institute.

Currently works as Senior Project Manager in the Maritime Division of FORCE Technology, a private Danish research and development company associated with the Danish Academy of Sciences.
He conducted research on human behavior in safety issues with the University of Texas at Austin and NASA's Aerospace Crew Research department.
He has participated in various European projects on security processes and organisational culture, thereby determining the operational capabilities and limitations of port terminals in various places around the world.
He has developed his own method for investigating accidents on board ships and oil platforms. His experience with Human Factors and organisation has served as a basis for significantly increasing the safety, performance, quality of work, cooperation and operational efficiency of both pilotage organisations and shipping companies in Europe, the USA , Canada and Singapore.
His experience in Human and Organizational Factors, and his involvement in the field of Accident Investigation, have allowed him to develop solid knowledge in the fields of Organizational Culture and Safety based on human factors.
