Lessons Learned Congress

ANPRA has been organizing maritime and river safety events since 2008. During the year 2021, five events were held in conjunction with other public and private organizations.

The First Congress of Lessons Learned was held in April 2022 with the participation of more than 140 people, 10 countries, 7 exhibitors and 25 sponsors and soon we will be part of the XVIII Conference of the Latin American Society of Oil Monobuoy and Terminal Operators (SLOM) in October.

For the year 2023 we have decided to organize and develop the Second Congress of Lessons Learned, also in person, in April in the city of Cartagena de Indias. We will have guests and speakers of various nationalities, understanding that the integration of maritime activities between different regions of the world produces a safer daily operation.

In addition, the event has a diversity in the nature of the organizers, including government entities, universities, companies, unions and non-governmental organizations, in order to have perspectives from all areas and promote a functional integration of maritime and river activities to prevent accidents at sea and reduce risks. Pilots experience risks on a daily basis, which if they materialize in accidents or incidents seriously affect us, hence the motto, "We are all losers when an accident occurs".

It is important to discuss issues related to economic pressure and how it can affect safety in navigation, the growth in the size of ships with higher speed than the infrastructure of channels and port facilities, the provisions of advanced nations that changed after the occurrence of accidents, the new prospects for the development of the maritime sector, among many topics from the points of view of lawyers, experts, authorities, engineers and pilots from different countries.

General Objective:

To stimulate cooperation and exchange of experience among states, organizations and individuals to ensure the highest degree of advancement in the formalities and procedures for safe navigation, maneuvering and operation in maritime and river waters that will lead directly to the prevention of accidents.

Participants

Up to 300 people, from different languages with simultaneous translation into English. Participants may be interested in navigation, ship maneuvering, pilotage, tugboats, port facilities, officials from maritime traffic stations, hydrography, oceanography, port captaincy, government officials, engineering, students, professionals from all areas, merchant seamen, naval officers and in general anyone related to maritime and fluvial activities.

Captain Alain Arseneault is an active St. Lawrence River pilot. He is a graduate of Rimouski’s Maritime Institute. After being issued a Master Mariner certificate in 1998, and sailing worldwide, he pursued postgraduate studies, being awarded an MBA in 2005. He entered the apprentice program on the St. Lawrence River in 2003 and was issued a pilot license in 2005. Within the mid St. Lawrence pilots Corporation, he held various management positions and acted as President from 2017 to 2021.
Fascinated by innovation and new technologies, Captain Arseneault participated in several technical maritime committees within his group and ultimately lead the technical committee of his National Association (Canadian Maritime Pilots Association) in addition to being elected national Vice-President for the Laurentian in 2017. Capt. Arseneault now serves as Executive director of the Canadian National Center of Expertise on Maritime Pilotage, and he is actively involved in several technology innovation forum as a participant and speaker. He is also active at the IMO level on the Canadian delegation and IMPA delegation.

A senior pilot in the State of Ceará, Bruno Fonseca is President of Brazilian Pilotage and of the Board of Directors of the Brazilian Pilotage Institute, which is the training and project evaluation center for the activity.
